THAT the minutes of the regular meeting of the Collingwood Heritage Committee held on August 6, 2026, be adopted as amended: Amendment to Section 5.1 of the August 6, 2026 CHC minutes: David Jefferies, Committee Chair noted that the by-law governing new construction and additions in the commercial Heritage District Plan is specific for building frontages visible from the street and recommends brick construction. In the same section the by-law specifically notes that prefabricated metal is not appropriate for building facades. On this basis he could not support the staff recommendation. Dunn questioned the inconsistency between the previous approval of metal cladding and the Committee's position on the current application. Member Jeffery stated that the previous Heritage Committee approval authorizing metal cladding for the Back Bellows addition should not have been granted. He noted that relying on that approval to justify the current application demonstrated how a decision inconsistent with the by-law could become precedent for future variances. Consistent application of the heritage-material requirements is important. Member Jeffery also noted that the Committee applies considerable scrutiny to residential applications to ensure compliance with the by-law, and that the same rigour should be applied to commercial applications.
Moved by David Jefferies, seconded by Stewart Hunt
