THAT the minutes of Council-Committee of the Whole meeting held May 4, 2026 (excluding Committee of the Whole recommendations) and Council Meeting held May 11, 2026, be approved as presented.

THAT Council herein move into Committee of the Whole Session.

THAT Staff Report T2026-04 , 2025 Draft Financial Review, be received.

THAT Staff Report P2026-16, Amendment and Extension to Draft Plan of Subdivision and Zoning By-law Amendment - 780 Tenth Line (Linksview), dated May 20, 2026 be received.

THAT with respect to Draft Plan of Subdivision Extension File PLEDP2025200, Amendment to Draft Plan of Subdivision File PLRDPS2024320, and Zoning By-law Amendment File PLZAMA2024209, Council select from the following Options: Option 1: Council approve the Amendment to Draft Plan of Subdivision, attached as Appendix ‘A’, subject to the Conditions of Draft Approval, attached as Appendix ‘B’, enact and pass the Amending Zoning By-law, attached as Appendix ‘C’, and Extend the Draft Plan of Subdivision for a period of three (3) years, as requested by the applicant, or Extend the Draft Plan of Subdivision for an alternative period of time.

THAT Staff Report T2026-06 , 2025 Statement of Development Charge and Cash-in-Lieu of Parkland Reserve Funds, be received.

THAT Staff Report T2026-07 , Statement of Reserves and Reserve Funds, be received; AND THAT Council re-balance the General reserve by transferring: $349,273 to the Winter Control Reserve, $139,755 to the WSIB Reserve, and, $370,874 to the Lifecycle Replacement Reserve Fund.

THAT Staff Report T2026-05 , 2025 Debt Report, be received for information.

THAT the following minutes of Other Committees and Boards be received and the recommendations contained therein be approved: Minutes - Accessibility Advisory Committee - April 16, 2026 Minutes - Collingwood Heritage Committee - April 2, 2026 Minutes - Downtown Collingwood BIA Board of Management - April 9, 2026 Minutes - Collingwood BIA Annual General Membership Meeting - April 14, 2026

THAT Council herein waive notice of motion in accordance with the Procedural By-law to consider the proposed motion pertaining to Council supporting free parking on Hurontario Street until June 30th, 2026 for a 3 hour parking maximum.

THAT Council herein rise from Committee of the Whole and return to the regular Council meeting.

THAT Council support free parking on Hurontario Street until June 30th, 2026 for a 3 hour parking maximum as soon as possible; AND THAT Council approve any necessary amendments to the appropriate By-laws regarding free parking.

THAT By-law No. 2026-042, being a by-law to confirm the proceedings of the regular meeting of Council held May 20, 2026, be enacted and passed this 20th day of May, 2026.

THAT the Council meeting be hereby adjourned at 7:44 p.m.
